East Cooper Community Outreach (ECCO) is currently hiring for Health Services Manager
About East Cooper Community Outreach: Founded as an emergency relief effort in 1989
after the devastation from Hurricane Hugo, East Cooper Community Outreach (ECCO) has
since grown into a permanent resource for the community with a mission to provide assistance,
guidance, and resources to help our neighbors navigate through life’s challenges. Annually,
over 1,500 families receive help through ECCO’s Wellness Pantry, Financial Assistance, Dental
& Medical Clinics, Prescription Assistance, Clothing Closet, Asset Development Program, and
other services. Enhanced through personal interactions with staff who provide individualized
support and coaching for each client, ECCO meets each client where they are and helps them
navigate the challenges they are facing with care and compassion. ECCO is also a place where
people who want to help their neighbors can find meaningful ways to share their time, talent,
and treasure. Each month, more than 400 local neighbors give their time, volunteering at

Position Summary
The Health Services Manager oversees both daily and strategic operations of our free clinics
that provide medical and dental services. The vision of this client-facing service area is to
deliver accessible, compassionate, and high-quality medical and dental care by providing
resources to enhance and empower the health and well-being of our community. This position
confidently establishes strategic priorities to ensure service excellence, grow both clinic
practices, supervise part-time staff, streamline admin/intake processes, optimize patient
scheduling and foster collaboration to enrich client/patient experiences. To successfully oversee
these services to the uninsured, the Health Services Manager must prioritize patient care,
understand unified care processes, navigate multiple programs/systems and facilitate provider-
organization partnerships to execute ECCO's mission.

Reports to: Director of Programs and Services FLSA Status: Non-Exempt, Part Time
Salary Range: $25.00 – $31.00
Minimum Qualifications:
? Associates degree in Public Health, Healthcare Management, Healthcare Administration
OR
? High School Diploma with 8+ years managing a medical and/or dental clinic admin
team
Preferred Qualifications:
Additional skills, knowledge, and attributes that will support the successful completion of
position responsibilities.
? Strong technology skills to learn multiple software programs; familiarity with electronic
health records (EHR) systems (currently using Practice Fusion, Open Dental, Charity
Tracker and Get Connected)
? Familiarity with HIPAA and healthcare regulations to ensure compliance and manage
medical records discreetly and professionally
? Experience in working with vulnerable populations preferred
? Great patient/client service skills; able to manage stressful situations when presented
? Strong communication skills, both oral and written for a variety of different audiences
? Ability to effectively prioritize tasks, critically think, proactively plan and resolve issues
? Effective work habits including time management, self-initiative and sound
judgment
? Ability to work in a fast-paced, dynamic, and collaborative team environment
? Ability to use Microsoft Office software and Google’s workspace
Work Environment and Physical Demands:
This job operates in a free clinic professional office environment. This role routinely uses
standard office equipment such as computers, iPads (scheduling and medical interpretation),
phones, copiers and scanners. Work involves periodic exposure to potential hazards and
communicable diseases. Employees are at times required to wear personal protective
equipment and follow appropriate protective measures as needed. Frequent periods of bending,
standing, and walking are required. The position frequently communicates with employees,
volunteers, and clients; the ability to exchange accurate and protected information in these
situations is required. This role may also join other team members offsite in the Mobile Office to
conduct community Outreach and/or coordinate health screenings as this program is
developed.
Supervisory Requirements: Recruits, interviews, hires, and trains new staff; oversees the
daily workflow of the team and ensures smooth clinic operations and patient care coordination;
manages performance in accordance with ECCO policy for two (2) part-time positions as well as
multiple contracted and “as needed” staff members.
Typical work hours are between 8:30 AM – 4:30 PM, Tuesday, Wednesday and Thursday with
occasional Monday coverage. Additionally, all staff are required to attend occasional special
events in the evenings or on weekends.
